CARE is seeking a Water Sanitation & Hygiene (WASH) Program Manager that will be responsible for the management of the water, sanitation and hygiene component of CARE’s emergency response to be conducted primarily through local implementing partners. S/he will need to co-ordinate with other CARE team members, especially logistics, to ensure a rapid, proportionate and effective response. S/he will need to ensure response to immediate WASH issues with simultaneous consideration of longer term needs and possible scenarios. The WASH Program Manager will need to take a very active role in technical co-ordination, support and advocacy with national and local WASH clusters and other technical agencies relevant to the sector. S/he will have extensive management experience and will be relied on to build the capacity of local partners less familiar with humanitarian systems and emergency operations.

Primary Skills:
- Minimum of Bachelor’s degree in relevant subject with WASH related specializations.
- At least 3 years humanitarian aid experience in a managerial post in emergency response operations, especially program development, project and budget management, and reporting.
- Experience in remote programming and working with implementing partners
- Experience developing winning proposals and budgets for WASH programs
- Ability to prepare high quality donor reports for WASH programs
- High level of awareness of environmental health issues as applied to emergency settings, with special attention to the needs of women and children.
- Demonstrated skills in capacity building
- Strong English communication skills and writing competency.
