About the mission

SI has been working in Afghanistan for 37 years. SI is currently implementing in Khost, Bamyan and Wardak provinces the following projects: Water, Sanitation and Hygiene (1 ECHO, 1 AFD which is a FSL/NRM project including a WASH part), Emergency(Emergency Response Mechanism) and FSL programs (1 Food distribution and Livelihood, 1 shelter project).

The opening of new areas is forecasted in the 2017 mission strategy, especially for emergency projects: Nangarhar, Paktika, Uruzgan (where population displacements linked to conflicts are reported and where there are gaps in terms of humanitarian presence).

About the job:

After resuming ERM activities in 2016, SI is nowadays a key actor of the ERM programming and consortium in Afghanistan. In 2017, and based on a geographical repartition within 7 ERM partners, SI expects to work in the following provinces: Bamyan, Maydan Wardak, Khost, Paktika and Uruzgan.

The ERM is the flagship program of ECHO to address immediate and life-threatening needs arising from the on-going conflict in Afghanistan and regular natural disasters. The objective of the mechanism is to provide timely, coordinated and principled humanitarian assistance to those affected. Activities are driven by the ERM Common Rationale that defines assessment modalities, selection criteria, response options, response modalities, procurement and monitoring in a joint framework agreed and implemented by all ERM partners across Afghanistan.

Solidarites International will work in partnership with the INGO People in Need on this project.

The results expected from the project are as follow:

1) To provide immediate support for the improvement of the humanitarian situation of targeted vulnerable populations via a multi-sectorial response focusing on Shelter/NFIs, Food Security and WASH, while ensuring the protection of the most vulnerable

2) Targeted households affected by conflict and natural disasters receive timely humanitarian assistance to cover their immediate water, sanitation and hygiene needs to ensure a minimum of safety and dignity to their living conditions.

3) The prepositioning of ERM standard kits allows the timely coverage of NFI, Shelter, and Hygiene needs among targeted disaster affected vulnerable individuals.

It means that the project is oriented on cash based intervention, wash activities and stockpiling.

Multisector skills, logistics knowledge and representation are therefore competences required to handle this project.

The main challenges of the position are:

The ERM PM will have to ensure, with the support of the Emergency Coordinator, the follow up of ongoing interventions and follow up of humanitarian alerts. This will include strong participation to ERM coordination forums, organisation and participation to assessment, intervention design in link with his/her team in the field.

The Project manager will actively participates in regular coordination meetings with other ERM partners and local stakeholders on the field (local authorities, other NGOs…).

The ERM PM is the hierarchical manager of the ERM Area Managers in the field, based at province level, and is responsible to ensure the smooth running of the project, from the alert to the assessment and from assessment to the response.

Responsibilities

The program manager is in charge of implementing and achieving the objectives defined in the ERM (Emergency Response Mechanism) proposal and Common Rational (consortium framework document).

He/she is in charge of supervising the ERM operational teams.

He/she guarantees the proper execution and the quality of the implemented program according to the ERM common rationale and, if applicable, suggests adjustments or developments to ensure its relevance.

Your profile

Education:

  • BAC+2 in a relevant degree linked to the project (WASH,) / Technician degree / Bioforce profile will be highly appreciated

Experience:

  • 3 years’ experience as multisector / emergency program manager or related position.
  • Previous experience in implementing emergency activities
  • Experience in cash transfer programs
  • Experience in representation with partners and donors
  • Experience in working in tense security context with strict security rules
  • Experience in remote project management would be an asset
  • Experience in team management.
  • Experience in delivering training and capacity building of staff.

Technical skills and knowledge:

  • Knowledge of project cycle management, project design and proposal writing.
  • Knowledge in cash based initiatives.
  • Knowledge of representation with partners and donors
  • Technical knowledge on WaSH in emergency and shelter in emergency.
  • Knowledge in Mobile Data Collection
  • Knowledge in Protection in Emergency would be an advantage.
  • Knowledge of SI rules and procedures is an advantage.
  • Knowledge of disaster risk reduction approaches would be an advantage.

Transferable skills:

  • Excellent analytical skills.
  • Capacity to work under pressure to tight deadlines.
  • Good organization skills.
  • Good writing/editing skills.

Languages:

  • Fluent in English (spoken and written).
  • Knowledge of Dari or Pashto is an advantage.

Other desirable qualities:

  • Knowledge of working in an Islamic country.
  • Ability to live in security-tensed contexts with restrictive security rules and limited leisure and entertainment possibilities.
  • Patience, persistence, pedagogic talent.
  • Autonomy, rigor and the ability to adapt are indispensable skills.
  • Knowledge of the Afghan context would be highly appreciated.
  • Good computer skills (Microsoft office package, Mobile Data Collection like Kobo Collect, Google earth pro, any GIS software like ARCGIS and/or CAD software like AutoCAD).

Living Conditions:

  • Means of communication: Internet (24h/24) and mobile phones
  • Climate: Mountainous climate / very warm in summer and very cold in winter
  • Guesthouse / office
  • Water supply from well in the yard, mineral water for drinking
  • Electricity network functioning, generator in back-up
  • Availability of basic supplies (hygiene, food)
  • In-country movements: According to security department and to work necessity (plane only). Limited accommodation conditions on most of the operational bases
  • Neither short trousers nor T-shirt, long sleeves, long shirt, veil are compulsory for woman in all public places.

We offer

A salaried post: according to experience from 1600 euros gross per month, plus 10% annual leave allowance paid monthly and a monthly Per Diem of 500 USD.
Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs)
