PURPOSE OF OXFAM:

TEAM OBJECTIVE:
To work with vulnerable populations as a force for change to address the causes of poverty, suffering and injustice and to alleviate their symptoms.
POSITION OBJECTIVE:
To enable Oxfam to respond quickly to the public health needs of the communities affected by Hurricane Matthew in October 2016. The work involves an immediate assessment of the situation and implementation of public health measures needed to mitigate those affected by the emergency in Haiti.
Key Responsibilities:
- Carry out rapid and ongoing assessments of the public health risks faced by communities affected by emergencies.
- Make recommendations for response interventions which are consistent with Oxfam’s policies and guidelines.
- Identify and assess the current resources and capacity of national teams and counterparts, humanitarian agencies, and government authorities who could respond to the public health needs arising from the emergency.
- Identify any unmet needs likely to present risks to the health of the affected population.
- Lead and task manage a team of national public health promoters to implement and monitor appropriate health promotion interventions in emergency contexts.
- Implement health promotion initiatives appropriate to the context. This will involve working in close collaboration with engineering colleagues to ensure that technical and social aspects of WASH programming are closely integrated with EFSVL and Protection work.
- Engage with affected women and men in the assessment, planning, implementation and monitoring of public health activities.
- Ensure that communities are informed and consulted about Oxfam’s work and have opportunities to give their views and influence programme activities.
- Contribute towards planning and proposal writing in order to provide clear objectives and establish indicators for monitoring and evaluating the programme.
- Manage staff in specialist disciplines, often from a distance.
- Set objectives with line manager, mainly relating to the quality of the programme work.
- Carry out ongoing assessments and propose adequate adaptations in line with population needs.
- Provide advice over long distances with limited information.
- Build on lessons learned within the country.
- Write and contribute to proposals, reports and case studies.
- Plan for the short, medium and long-term in the context of changing priorities and contribute to humanitarian response strategy.
- Develop policy and practice for Oxfam programmes within own specialism.
Key Skills and Competencies:
- Fluency in French and English.
- Haitian Creole would be an advantage.
- Experience in cholera response/prevention and natural disaster response.
- Proven experience responding to and leading scale up of large scale emergencies.
- Experience on outbreak prevention at community level and knowledge of WASH will be an advantage.
- Experience of PHP and community engagement capacity building in different cultures and with people of varying educational background.
- Excellent conceptual and analytical skills.
- Flexibility, stamina and ability to work under pressure to meet tight deadlines, to work unsociable hours as necessary and ability to work independently in a fast paced environment.
- Proven collaborative, self-management and people management skills, including flexibility and respect for others.
