The Canadian Red Cross Society (CRCS), a not for profit, humanitarian organization dedicated to helping the most vulnerable in Canada and throughout the world, is currently seeking a Project Manager Delegate to support the implementation of its Ebola Recovery project in Sierra Leone.

The Canadian Government through Global Affairs Canada is supporting CRCS in Ebola recovery initiatives in West Africa. These projects seek to reduce the vulnerability of people affected by the Ebola virus disease epidemic, especially women and children. In Sierra Leone, CRCS’ recovery project focuses on three interrelated outcomes:

  1. Increased preparedness of the Sierra Leone Red Cross Society (SLRCS), and communities to prevent and control communicable diseases.

  2. Improved access of communities to safe drinking water and sanitary facilities to prevent and control communicable diseases.

  3. Increased access to psychosocial support for communities affected by Ebola.

RESPONSIBILITIES:

Activity implementation, Monitoring, Evaluation and Reporting (70%)

  • · Support SLRCS and British Red Cross (BRC) in work planning, taking into account all relevant documents such as the logic model, performance measurement framework, monitoring and evaluation plan, and risk registers
  • · Work closely with SLRCS and branch staff for coherent and effective implementation of activities that adheres to project timelines
  • · Support the development of monitoring and evaluation plan and systems, including processes/ procedures and tools that support data collection and analysis in a quality and credible manner reflecting CRCS guidelines and reporting commitments;
  • · Assist SLRCS develop a monitoring plan and conduct regular monitoring and evaluation activities with visits to SLRCS branch offices
  • · In collaboration with BRC, plan for the provision of short-term external technical support (Health; Disaster Management [DM] and Water Sanitation and Hygiene [WASH]) to enhance project implementation
  • · Participates in regular coordination meetings with SLRCS, BRC and other Movement partners (i.e. International Federation of Red Cross and Red Crescent Societies [IFRC]) as relevant
  • · Support and coordinate work with Psycho-Social Support (PSS) and Finance delegates (shared with IFRC and BRC) working on Ebola recovery project
  • · Support SLRCS in the production of timely narrative reports in compliance with donor requirements
  • · Provides regular updates to CRCS West Africa Program Manager (PM) (including field reports as required) and ensures adequate information sharing, including support PM in preparing reports for donor and responding to information requests.
    Finance (30%)

  • With the support of the financial analyst at CRCS Headquarters (HQ) and in collaboration BRC/SLRCS team, ensure that CRCS funds are managed and utilized in compliance with CRCS finance and procurement control policies and procedures, recommending corrective measures if required

  • Review, analyze, and validate financial reports and supporting documents

  • Support BRC finance delegate and SLRCS to ensure that financial reports provide the required information to meet donor requirements

  • Monitor progress of financial expenditures, budget forecasting, and provides the CRCS with an overview and issues for consideration

  • Review and approve payments and cash advance requests

  • Support the production of timesheets by project staff

  • Support the establishment and monitoring of joint project bank account.

QUALIFICATIONS

Education and experience

  • Graduate degree in International Development, Public Health, Disaster Risk management or related field
  • Minimum 5 years of experience in an international humanitarian or development organization, preferably in the areas of disaster risk management
  • Minimum 3 years overseas project management experience, including planning, monitoring and evaluation, as well as financial management
  • WASH project experience would be considered an asset
  • Knowledge of health systems strengthening or public health in emergencies
  • Strong track record in fostering effective working relationships with project stakeholders at various levels
  • Experience working for the Red Cross/Red Crescent Movement (RCM) and knowledge of RCM principles is an asset.

Abilities and skills

  • Excellent communication skills, both verbal and written, in English is mandatory
  • Ability to engage and coordinate effectively with National Society (NS) staff; IFRC, International Committee of the Red Cross (ICRC) and Partner National Societies (PNSs) in-country
  • Able to effectively build trust and alliances with Red Cross Movement actors and external stakeholders if requested
  • Strong interpersonal and communications skills (English mandatory)
  • Understanding of finances and project budgets
  • Team player with excellent interpersonal, communication, presentation, negotiation and facilitation skills
  • Able to coordinate with authorities and other Non-Governmental Organization (NGO)/local partners.

WORKING CONDITIONS

This is an unaccompanied position based in Freetown, Sierra Leone with occasional visits to branch offices throughout the country. Although Freetown offers basic services such as housing, transportation, electricity, internet and water, these services may not always be available and are below western standards. Outside of the capital city, services are often limited or not available.

CRCS supports a safe working environment and comfortable accommodation; however, as in all contexts, delegates must be aware and responsible for their personal safety and that of employees under their supervision. Demonstrated ability to work in stressful and often ambiguous conditions is required.

Selected candidate must be available to deploy by early January 2017.

This position requires a successful Canadian criminal record, reference check, valid provincial driver’s license, valid passport and First Aid certification. The Canadian Red Cross Society is an equal opportunity employer.
