Contract length: 12 months
The role
This role will support the Awards and Business Support Director with oversight over regional efforts to plan for and secure new awards. In collaboration and coordination with Members, the Regional Proposal Development and Reporting Specialist will identify and track donor development and emergency opportunities, support the development of fundraising strategies, support local donor engagement, and coordinate select proposal development for large and strategic funding opportunities. The position may be required to engage in consortium building and management as needed. The position requires innovative thinking and creativity to package and reframe Save the Children program strategies in ways that attract the right donor support and grow the Middle East and Eurasia (MEE) portfolio effectively. S/he will manage select proposal development processes and write sections of proposals all the while coordinating the input of technical advisors, Operations, Finance, HR and Security into proposals and budgets. Recognizing that conversations with Members and Donors involve a review or update around current grants as well as discussions about new opportunities, the Regional Proposal Development and Reporting Specialist will coordinate information gathering and packaging across the MEE region to be able to speak to results in key reporting documents. The role has a limited external orientation, but works very closely with Save the Children (SC) members and country offices.
Planning
The role holder will support the Awards and Business Support Director and Country Directors as needed in the development of funding strategies against the Vision Positioning Papers, Country Strategic Plans or impromptu bids.
Securing
The role is expected to work closely with the Country Office (CO) Awards Managers, CO Program Development and Quality (PDQ) Directors, Technical Assistance Staff and Proposal Development staff to ensure that single country proposals are developed and implemented in compliance with donor requirements. To do this, the role holder will assist the Director with all high value proposal review. In this capacity the role holder will ensure that proposals are developed applying SC and donors standards, and convincingly reflect the level of humanitarian need and the CO capacity to deliver. The role will similarly lead and coordinate proposal development for regional/multi-country funding opportunities.
Qualifications and experience
Essential
- Education to MSc/MA/MEng level in a relevant subject or equivalent field experience
- Previous experience of project management and project cycle management, including project design, implementation and evaluation
- Experience leading the preparation of successful (narrative and budget) proposals and reports for several different donors e.g. ECHO, DFID, OFDA, BPRM, DFATD, SIDA, DANIDA, NORAD, KfW, AusAID, etc.
- Good understanding of donor compliance and reporting mechanisms and requirements
- Understanding of relationship between Save the Children International and Save the Children membersStrong working familiarity with project monitoring and evaluation
- Proven capacity to support and coach staff, incl. remotely
- Experience of budget development, management and monitoring
- Ability to critically review budgets and proposal and report narratives
- Politically and culturally sensitive with qualities of patience, tact and diplomacy
- Experience of and commitment to working through systems of community participation and accountability
- Ability to prioritize workload and juggle multiple projects and deadlines
- Excellent communication skills
- A high level of written and spoken English
- The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
- Commitment to the aims and principles of Save the Children. In particular, a good understanding of the Save the Children mandate and child focus and an ability to ensure this continues to underpin our support
Desirable
- Language skills in Arabic
- Experience or knowledge of working and living in relevant regions/contexts
Specific experience of developing proposals for consortia or regional projects
