The Role
We are looking for exceptional, highly experienced Emergency Monitoring and EvaluationSpecialist to join our response team in Nepal. You will be responsible for leading monitoring and evaluations initiatives for the emergency program in close collaboration with the Emergency Response Manager (ERM), technical specialists, field staff and with the existing M&E unit in place for the wider programmes in an emergency. In addition you will provide support to community organization, implementing partners and Plan program staff to systematically measure progress in the implementation of Plan’s emergency response. Further you will provide a framework through which these measurements (M&E data) are fed back to those involved in the running of the various component of the emergency response program and ensure that the information can support and guide the decisions of the management team to improve the quality and impact the program operations. You will develop an overall M&E framework for the Emergency Response Program. Manage the implementation of the M&E Framework through a concrete action plan for the Emergency Response Program. In consultation with sector specialists, design and develop an emergency response program database and update regularly. Provide community organizations, implementing partners and Plan staff with clear and simple instructional sheets for each data collection tool and train/provide regular coaching to relevant staff and other stakeholders (e.g. teachers) on the use of the data collection tools. Conduct post data entry verifications and regular backups of Emergency Response Program’s programmatic database and information
The Person
Proven experience in monitoring and evaluation of emergency projects.
Experience designing and implementing performance and impact evaluations of development interventions.
Knowledge of designing reporting tools and performance management plans
Detailed knowledge of M&E frameworks, systems and indicator reference sheets
Experience maintaining program databases
Good understand of routine data quality checks/validation
Experience in survey and qualitative interviewing, including supervising field data collection teams and writing research case studies
Experience and/or knowledge in working with children on research issues
Knowledge of Sphere and the Red Cross/ NGO Code of Conduct.

Type of Role: Fixed Term Contract- 5 Months

Salary: Circa $50, 000 USD per annum plus benefits
